So Al Waleed lets Bin Salman use his residence at the Mandalay Bay. King Salman was apparently also in Vegas, not sure if relevant. Paddock is told to show up with guns to use for assassination (unbeknownst to Paddock who likely thought it was a regular sale)

My theory-POTUS was visiting Bin Salman/King Salman. They had a great meeting in May, good relationship. It is possible the USSS have upper floors closed off??
