The date looks like 5 to me.

or 15:15:00
+/- 8 hours?
Then what's the bottom dial for?
I thought that was part of the chronograph.
That's a nice watch, not THAT nice though.
odd the seconds dial would have such wide notations, where the top dial has such narrow detail, usually indicating seconds or a more intricate measurement(like milliseconds on a stopwatch)
