I read it this way:

 

re (b) If it wasn't illegal (punishable) before Jan 1 2019, the revisions in the MJA don't magically make something done prior to Jan 1 2019 punishable now.

 

If something that wasn't punishable before Jan 1 2019 becomes punishable on/after Jan 1, and the crime is committed on/after Jan 1 - then the new rules kick in.

 

re (c) If someone was already in the process of being prosecuted prior to January 1 2019, the sentencing guidelines that were in effect prior to Jan 1 2019 will apply to the case.

 

In order words the changes that went into effect on Jan 1 2019, apply only to those arrested prosecuted on/after Jan 1 2019.

 

At least that's the way I read it…
