The cabal sets up things like Amber alert and Domestic Violence Hotlines so that they can cover-up any accidents.
For example, if one of the cabal's human-trafficked victims escapes and calls Domestic Violence hotline, or if someone sees a kid get stolen and signals Amber Alert, the Cabal's control over that organization ensures that they are notified first so they can determine if it is one of the cabal's victims and then rush in to cover up the crime.
That's how they cover-up any loose ends and help guarantee to themselves and their clients that they will be safe.
