Anon in Italy here. Not sure why there's anything "notable" about this, since it's been going on in southern Italy for several years.
DON'T BUY ONE. You'll be financially crippled not only by taxes, but by all the fees and bribes you'll have to pay local regulators to get all the senseless permits they'll tell you you must have, before you can fix the house up. I heard of an American woman a couple years ago who'd paid a dollar and then $17K later, she still hadn't received all the permits needed to begin necessary work on the place.
