Are you speculating that the missing punctuation are quotation marks as though the Washington Examiner made the following statement?
That doesn't register with me yet it is the only reason I could surmise as to why you would conclude the missing punctuation to be quotation marks.
I also read the lack of punctuation to be intentional and that it is implying those who run the WE are the ones behind the caravans as well as the very bad hombres hiding amongst the masses.
