If you look at the tab titled "tweet delta match" the 11-4-17 marker is in the [15] column not color coded but you are correct i don't see the 12-23-17 [10] marker. We are talking Q post timestamp compared to DJT tweet time? Just making sure.

Apparently markers can come in multiple forms. Here the WH video matches Q post 1440 by saying Dark to Light at the 1:07 mark.
