It managed to construct only fifteen of the 150 medical facilities it was supposed to build, and the $75 million police academy it put up in Baghdad was plagued by plumbing issues — light fixtures damaged by human waste seeping through the ceiling, and a room so leaky it was nicknamed the “rain forest.” The special inspector general for Iraq reconstruction later found that nearly every project it worked on was beset with construction failures.
