It doesn't violate posse commitatus to defend against an invasion and, if you'll research things a bit you'll realize that this applies 200 miles inland. More than that, PC doesn't apply to the Marines – they didn't exist when it was passed and it hasn't been modified since. I'd guess that the people who think it is some sort of magic shield or some sort of suicide pact haven't actually read it.
