The White House is 1600 Pennsylvania Avenue NW. In DC, every address has NW, NE, SW or SE, unless it's right in the core.
There's also 1600 Pennsylvania Avenue SE. It's a McDonalds, our tourguide told us. You need the quadrant to have an address.
So the address on this paper, "1701 Pennsylvania Avenue" is not right. It doesn't have a quadrant.
Also in the third paragraph on the first page, "Queen Elizabeth II is and Implementer …" "and" should be "an": Not a normal typo.
