How are subjects "scouted" over a period of time? What is the filter for the starting point?
Answer: The people who are most susceptible to mind control will have a met/met composition to their COMT, which regulates dopamine in the brain.
DNA testing will reveal the composition of COMT is methionine/methionine (met/met), which would make the individual more susceptible to hypnotism, the placebo effect and mind control. The power of suggestibility, in other words, is genetically based.
Hospitals began genetic testing infants in the 1960's and it's mandated today and the government stores the DNA of each baby born. BTW, I love the irony of using CNN as a source for this:

DNA of children is given to outside contractors, often with the name of the child.
So, the question is what outside contractors have been regularly getting access to the DNA of the children.
This may be the dig that gets us to outside proof of the shooters getting TREATMENT.
IN addition, pic #4 is related to the crisis actors
They're reprogramming the memory of the victims, implanting false memories immediately after the event using the trauma counseling and the crisis actors. This will cause the later testimony of the "witnesses" to be permanently tainted. The "counseling" is aimed at implanting false memories and the crisis actors reinforce those false memories.
Some people are "pre disposable" to certain types of genetically programmed susceptibility to suggestion.
Some people cannot be hypnotized. Some can be hypnotized easily. It appears that the COMT gene indicates (via DNA testing) which individuals are highly susceptible to suggestion, hypnotism and mind control.
And babies are being genetically tested and the government is maintaining that DNA and private contractors are getting access to the DNA along with the names of the kids.

I've been digging on the shooter/mind control/programming/cell phones thing for weeks. Right now I'm trying to nail down the mechanism of identifying the targets so we can get to the point of identifying which shooters had THERAPY in the past. Q handed us the job, which means there has to be proof out there, we just have to find it.
The COMT gene is one way they could filter people to identify targets for mind control from birth. Literally.
What happens if any of the kids are placed in foster care? Total access.
I could go on and on, but the book is an incredible read for anyone who wants to explore mind control from a biochemical standpoint. Best of all, it's written for laymen
