Depending on the type of exercise being conducted and the local, this is standard operating procedure. It's for the safety and security of both the military and civilians. Sometimes the local pop is advised, sometimes they aren't. Sometimes locals are even asked to play certain roles if they want, they get a kick out of it.

This is simply not true. I've participated in them. They take place all over the country. The training value is immense. We have some amazing training facilities but there simply isn't a replacement for actual urban environments.

Also what statute or law exists that the SOTU would have to happen prior to whatever OP you think this is?
I'm not trying to discourage you or single you out but in order for us to be counted on, we need to prove ourselves dependable and reliable. POTUS told anons as much during the SOTU with St. Jude and Israel. He took two of the more egregious webs being tangled here and shot through them. It wouldn't surprise me if the drop in Q team posts is due to the recklessness anons have been wielding information as of late. Just becuase conspiracies exist, doesn't mean everything is one.
