That's not what the article said.
This in no way infringes on their right to travel. If they want to visit another state, they can. Train. Boat. Bus. Plane. Foot. Bicycle. Ultralight. Gyrocopter. But if they get pulled over in another state, they will be holding a license that states it is only valid within the State of Texas … just as my CCW license is no good in NY.
