I do not deny that theory as a possibility.
Either way, best case scenario is that Parkland PD is a willing accomplice. Worst case scenario the culprit.
This isn't the first incident in which their sherriff was involved in a false flag. That Fy LAuderdale incident last year was on his watch too for the same gun control motive.
