It's probably because Congress told Trump they won't authorize and fund a separate branch for Space. Trump has had to fight both Dems and Reps in the legislature. He has to find creative ways to go around them when necessary.

Well, career civilians do the vast majority of the work. It's not unusual for THEM to slow walk or ignore politicans or appointees orders which they oppose. One needs a strong spine to push career obstructionists out of the way.
I think every congressman, senator, judge, and justice should be required to take random drug tests and a semi-annual PFT similar to the military. IF they don't pass, they aren't fit enough to serve.
