Rereading this drop with your highlighted area jogged me, Q is bracketing the keystone clues with the question of what is the keystone. In that context I see 3 possiblities for the keystone as a nation. (what nation dominates all others and has influence over most others).

1. USA. Unlikely given our current fight.

2. Isreal. Maybe, but who created/controls Isreal?

3. England. I think Q is saying here that England is the Keystone in this context.

That tiny little N Atlantic rock has been punching way above it's weight for a long time. The empire never went away, it just changed how it operates and influences.
