In effect, reduce traffic, re-route some traffic, create or expand new options.

 

For example, as Anons have pointed out, limit traffic on bridge to one lane with either traffic alternating in direction or re-routing one direction at a time.

 

For example, re-direct traffic to other bridges. Reduce crossings needed.

 

For example, increase availablity of ferries. For example, use other means of "commuting" such as online or teleconferencing centers, temporarily or more or less for longer mid-term.

 

Think how subway lines are repaired in your city. Think about the major repairs needed in NYC in wake of the big storm and flooding. City debated shorter timeframe for patchwork type repairs vs longer timeframe for extensive and complete repairs. Sometimes doing both is possible but not usually.
