Denver hasn't (yet) gone down. It did get laggy for a bit. Denver's genuinely overflowing with spoopy goings-on, including one of the Americans just killed in Kenya.
Before the festival got so big and gained a runway for wealthy people to pop in at will, it used to be all about self-reliance and giving to the community. At the gate, attendees would be checked to make sure they brought all they would need to be self-sufficient for the whole time they'd be there, and going in & out (to stay in a hotel or resupply) was strongly discouraged. Back then, there was no buying or selling; everyone was self-sufficient and also brought or made things or offered services at no charge to other attendees. Gradually, policing became necessary, freedoms were sacrificed, and money entered the picture. Then the glitterati had an airstrip added so they could drop in for hours or a day here or there. Rules don't apply to such people I guess.
