Under the guise of improving comms and intel sharing for CI, they combined ranks.. DHS was formed to be an umbrella.. DNI given summary oversight to 17 intel agencies.
And we got the FISC court ..
Extra budgetary CIA can start up shell companies and operate wherever to raise funds, and when they do so domestically the FBI would be the lead agency investigating this domestic clandestine activity. But when CID is coordinating through same person / group... that ain’t com gonna happen now is it?
