Its actually a bit more depressing than that. In the 70s Australian companies managed around 100 ships all around the country, everything from shipping of ores and coal etc to research vessels. Now only 6 boats are managed by Aussie companies. 2 boats for BHP the mining company, 2 scientific research vessels and 2 on stand by.

 

Workers unions drove up their wage demands so much that the companies couldnt afford it. Either sold out or moved overseas. Now they dont have to pay Australian wages, they can just pay some poor Indonesian guy a few bucks and a bag of rice. The whole Australian Coastal economic zone is billions of dead money. None of it goes into the Australia economy.
