Q Pic Name Decode: What Happened to the Cessna 172? Who Was Onboard?

The pic name is code. But what does it say? How is it decoded?
I had started on this decode the night before the press conference, but was having trouble focusing on the ideas contained. I left it to simmer.
When I watched the 3/13 Press Conference things began clicking and I revisted this pic decode armed with new information.
Let's look at some obvious things.
