probably more likely a file created to be written to in order to completely fill a hard disk, or a specific range of sectors on a disk in order to 'wipe' it. correct me if i'm wrong but I believe this is how bleachbit works. the master file table is cleared, a single new file is created, the new file is then fed /dev/random or /dev/zero or whatever via dd until there's no more remaining space on the disk.

Here Q might be saying to user average write speed of whatever type of hdd facebook servers use and multiply by the downtime to get a fairly good estimate of the amount of data being wiped.

If garbage file refers to a worm, then perhaps avg xfer speed is to be used to quantify the amount of data lifelog is exporting. I don't see why they'd be exporting it though, it seems lore likely they have something to hide, and making copies would be counter intuitive.
