To sum up what Skyking means, it's not a particular person. Skyking means 'I've got a priority message, keep comms clear while I read the message'
Then, the broadcaster will read a seemingly random string of numbers and letters. Nobody but the intended recipient knows what it means. For more info look up 'one time cipher' and number stations.
