I do not believe that Saddam wanted the US to believe he had WMDs. There was no point in that. He wasn't scared of us. What he was scared of, who his was at war with, was Iran. Saddam wanted Iran to believe he had far greater resources than he actually did. It backfired by having the West use this as a justification for war.
