It would have to be x-ray or gamma to have an effect. But then it would work by inducing radiation poisoning, not cooking.

My point remains. It's not going to be microwave based. The WH anti-surveillance people are surely monitoring the entity RF spectrum to detect listening devices. A multi-kilowatt transmitter in the WH would not go unnoticed.
