A brief overview of the recent developments in Syria:

The Russian Defense Ministry announced on March 25 that 3 service members were killed in Syria in late February. Most likely, the incident took place during clashes with ISIS in the Homs desert;

The Syrian Democratic Forces (SDF) are conducting a security operation against ISIS remnants in the Euphrates Valley;

The US-led coalition continues supplying the SDF with military equipment and weapons. A new supply convoy has recenty entered Syria from Iraq;

The Syrian Arab Army is conducting an operation against ISIS cells in the desert area between Kabajib and Harbisha;

The US recognized Israel’s soveregnity over the occupied Golan Heights;

Ceasefire violations continue to erupt in northern Hama, western Aleppo and northern Lattakia.

Venezuela Gov’t Presents Evidence of Alleged Terrorism Plots by “Foreign Paramilitaries

Juan Guaido’s chief of staff, Roberto Marrero, was arrested on Thursday, accused of leading a “terrorist cell.” Authorities say that Marrero was linked to to the hiring of Central American mercenaries.

Venezuelan authorities have alleged that self-proclaimed “Interim President” Juan Guaido and other opposition leaders were involved in a plot to carry out acts of terrorism employing foreign paramilitaries trained in Colombia.

Venezuelan Communications Minister Jorge Rodriguez presented what he claimed to be evidence of “ultra-right plans to promote regime change.” According to Rodriguez, Venezuelan intelligence services uncovered plans to contract mercenaries from Colombia and Central America and bring them into Venezuela to execute targeted killings and acts of sabotage, adding that “at least half” of the armed groups managed to make their way into Venezuelan territory and are currently being sought.

“We have identified some paramilitaries that have entered Venezuela, and we will search for them by land, sea and air,” Rodriguez told the press.

Juan Guaido’s chief of staff, Roberto Marrero, was arrested on Thursday, accused of leading a “terrorist cell.” Rodriguez claimed that Marrero was the link to to the hiring of Central American mercenaries.

Rodriguez went on to reveal screen captures of Marrero’s phone purportedly showing Whatsapp group conversations featuring Marrero, Guaido, Leopoldo Lopez, currently under house arrest after being convicted for inciting violence in the 2014 street protests, among other opposition figures. Rodriguez pledged that more evidence will be divulged in the coming days.

The screen captures also revealed details of alleged bank accounts through which payments to the paramilitary groups were supposed to be made. One of them was in Banesco’s Panama branch. Banesco is Venezuela’s largest private bank, and Rodriguez called on Banesco owner Ricardo Escotet to inform security services whether this account exists and what movements have been made.

Rodriguez indicated that Venezuelan authorities had learned of the existence of the bank accounts after notorious Russian pranksters Vladimir ‘Vovan’ Kuznetsov and Alexei ‘Lexus’ Stolyarov called Guaido impersonating the president of Switzerland. The pranksters said they had identified funds belonging to President Nicolas Maduro they wished to transfer to Guaido, who readily provided the “president” with account information.

A doctor who quit the United States amid controversy over an alleged affair with a patient had already been working in Hamilton for a month when he surrendered his medical licence in his home country.

Dr Paul Fox began working as a psychiatrist at Waikato District Health Board’s mental health and addictions service in June 2012, just before he formally gave up the ability to practise psychiatry where he had been registered in New York and Connecticut.

The health board has confirmed he told them he surrendered his licence but a question mark still hangs over whether they were aware of allegations of misconduct made in the States.

Medical authorities in the US had concerns over his interactions with a patient, who claimed they had an affair. The possible “boundary violations” were investigated but no charges were laid as he surrendered his licence and agreed not to contest the allegations in front of Connecticut medical authorities.

However, he maintained “no guilt or wrongdoing” in an affidavit where he formally surrendered the licence.

Dr Fox also attracted attention in the US when it was revealed he treated the Sandy Hook gunman Adam Lanza as a teenager. Lanza later shot dead 26 people in the second-worst school shooting in US history.

He became a fulltime employee in July last year after his time as a locum ended. Health board chief executive Craig Climo yesterday said investigations into Dr Fox were still ongoing.

“We will review the circumstances around Dr Fox’s appointment as soon as we can. We don’t yet have complete information as key people involved in his registration and employment are on holiday.”

It was hoped the investigation would be completed by next week, when Dr Fox is due to return to work. The health board has previously said Dr Fox was fully registered and credentialled to practise in New Zealand and was a “good addition” to the mental health team.

“We have started a review and will complete it as soon as key people involved in his registration and employment return from leave,” Mr Climo said.

“As part of our review, we will look into whether there was full disclosure.”

The Medical Council of New Zealand has said if it is discovered Dr Fox withheld information it would be treated with “the upmost seriousness”. A spokesman yesterday said they were still waiting to speak to Dr Fox.

Last night, a crowd of New Yorkers gathered in Chelsea to celebrate RxArt’s 17th annual party. The evening honored contemporary artist Dan Colen for his latest project at St. Mary’s Children’s Hospital—a hand-painted mural of colorful falling confetti—and Chris Salgardo, president of Kiehl’s, for his advocacy in finding a cure for HIV/AIDS.

“We work with the most generous and talented artists in the world. They give their time and talent to make these projects for kids,” said Diane Brown, founder and executive director of RxArt. “Each of them could make more in their studio in 10 minutes, but they are spending one year, two years, even five years working on projects to give kids hope.”

Guests including Wes Gordon, Rachel Chandler, and Vogue alum Sarah Brown enjoyed specialty cocktails made from Codigo 1530 Rosa tequila with lemon and topped with rosé. As many wandered through the spacious and vibrant venue, they looked to bold confetti-shaped pieces hung from the ceiling and projected on the walls—an ode to Colen’s work with RxArt. Cohen’s ability to transform a bleak room into an inspirational setting was understood by guests as they took in their surroundings.

“It’s amazing to get an opportunity to do something so ambitious in a space like [St. Mary’s Hospital], and to leave it there knowing they will have it forever,” Colen told Vogue. “I hope it provokes wonder and awe. It’s an experience and a shift from an average moment.”

Attendees later made their way near the stage to enjoy a live performance from St. Lucia. The band’s lighthearted and acoustic tunes took the night to new heights as guests sang along and looked forward to the weekend ahead.

I don't know if someone already did this, but I listened carefully to all the times RBG spoke during the 'Flowers v. Mississippi' oral argument that Q pointed us to in #3195.

First, note that you cannot rely on the transcript provided, as, very often, it is not accurate at all. In particular, several mentions of '[INDISCERNIBLE]' are actually perfectly understandable if you listen to the audio. My guess is that this was a transcript done live by some typist.

However, if you listen carefully to the 8 times she speaks during the video, you realize that at the beginning, but more strikingly at the end, she can have a lot of trouble with speech. When that happens, she pauses constantly and messes up her words.

Below is what I think to be an accurate transcript of how she spoke during that video (feel free to correct me if you think I made mistakes). And after that, I provide my theory.

Summary of her arguments:

She speaks 8 times.

She has some trouble at the beginning with her first two arguments.

Then she picks up the pace, and actually speaks normally from her 3rd to her 6th argument. Her 6th argument is flawless, and she speaks at regular speed.

She doesn't speak for a while after that.

Towards the end, she begins her 7th argument.

She really struggles with that one.

But 10 seconds after that one, out of nowhere, she has a sudden spike of intelligibility for her (short two-sentence long) 8th argument, and manages to complete it with just only one weird pause.

Note of caution about the official transcript:

There are several '[INDISCERNIBLE]' in the transcript, but the only real '[INDISCERNIBLE]' is the last one.

On the other hand, the transcript doesn't give you a true sense of what happened when she spoke.

Theory, or just a silly over-interpretation?

A mean spirited person could jokingly put forward that someone panicked and put some adderal in her IV between her last two arguments.

But after thinking about it, I wondered if there could be a there there.

Maybe some adderal or similar stimulant was provided ahead of the ordeal. It took the first 20 minutes to fully come in effect, and it then peaked for 10 minutes of normal diction, culminating in her flawless 6th argument.

However not enough adderal was provided. After a 20 minutes siesta, slurred speech was back, and an emergency top up was needed at once! More seriously, there of course was not enough time in the 10 seconds that separate her last 2 arguments for a substance to be taken and become effective. An explanation that would fit the pattern better could be that, distraught by the way she struggled to utter her previous last sentences, she just gathered all she had in her to say a couple last ones that would sound normal. A jolt of adrenaline for fear of being discovered?

In any case, at that point, she clearly is not as sharp as she was merely 20 minutes earlier.

To be clear, I do not take lightly of anyone being ill. But one can still joke around or theorize, more so given all the sick stuff they keep doing to the rest of us, can't one?

To the specialists, who may object that adderal doesn't become effective and then vanish that quickly, I have heard of other psycho stimulants that could match that timing more closely. I won't give any names, as I don't want to be responsible for people seeking out those substances. And I do not partake either.
