Photo was taken (if live) around 9:20am HK time so it was light out there. The only reason it's not HK is the drop earlier than this of the hotel was taken (live) an hour before HK sunrise and it's light out by what looks like an hour or more so it has to be east of HK. I think given he mentions 'someone' was up all night running and then we see this picture here on the highway. Then after this drop he mentions 'we can take you any time'. It would be funny if this image shows them pulling up beside the car @Snowden is riding in on the highway. The image meaning they're on him and can take him at any time (he can't run from them) but they're giving him the option of when this happens. Sometimes it's more obvious than complex details like billboards and the make of the car. It could be as easy as Q taking a picture of Snowden's car as if to tell him, 'hey fool, we're following you, stop running'.
