Ukrainian Man Extradited to the United States to Face Charges in International Money Laundering and Fraud Scheme

Money Mule Operation Allegedly Effectuated the Theft and Laundering of at Least $2.8 Million

 

South Korean authorities extradited to the United States a Ukrainian man in connection with allegations that he conducted an extensive money laundering and fraud campaign that targeted dozens of victims, including a corporation based in the Western District of North Carolina.

 

Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division, U.S. Attorney R. Andrew Murray of the Western District of North Carolina and Special Agent in Charge John A. Strong of the FBI’s Charlotte Field Office made the announcement.

 

Aleksandr Musienko, aka “Oleksandr Serhiyovych Musiyenko,” “Robert Davis,” and “Ply,” a Ukrainian national, was charged in a recently unsealed indictment with one count of wire fraud, one count of bank fraud, one count of money laundering conspiracy and two counts of money laundering. Musienko had been traveling in South Korea, when, at the U.S. government’s request, South Korean officials arrested him on the charges out of the Western District of North Carolina. South Korean officials extradited Musienko to the United States on March 28. Musienko will make his initial appearance at 1:45 p.m. today before U.S. District Court Magistrate Judge David S. Cayer.

 

According to the indictment, Musienko is charged with engaging in an extensive international money laundering and fraud scheme targeting U.S. corporations and individuals. He is alleged to have begun the scheme in 2009 and continued it through at least 2012.

 

In particular, Musienko allegedly partnered with overseas cybercriminals who had hacked into, and stole funds from, online bank accounts belonging to a large number of individual and corporate victims in the United States. One victim was a business based in the Western District of North Carolina. Musienko operated a network of “money mules” throughout the United States. According to the indictment, using aliases that included “Robert Davis” and phony front companies that included “Vita Finance AG” and “Hilpert AG,” Musienko recruited money mules throughout the United States using a variety of fraudulent techniques, including by advertising bogus “employment” opportunities to work as “Financial Assistants.” He promised to pay the money mules a fee of approximately five percent for each overseas wire transfer they completed.

 

Once Musienko had his network of money mules in place, Musienko then offered his money mule services to his cybercriminal partners to assist them in transferring stolen funds. He directed his “money mules” to use their own bank accounts to receive and then transfer proceeds from the compromised bank accounts overseas. As alleged in the indictment, Musienko’s criminal money mule operation effectuated the theft and laundering of at least $2.8 million from 2009 to 2012.

 

The investigation was conducted by the FBI Charlotte Field Office. The Justice Department’s Office of International Affairs provided significant support with the defendant’s extradition and with obtaining evidence from South Korea. Senior Trial Attorney Mona Sedky of the Criminal Division’s Computer Crime and Intellectual Property Section and Assistant U.S. Attorney Taylor Phillips of the Western District of North Carolina are prosecuting the case.

 

An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Liu, the U.S. attorney for the District of Columbia who had been tapped to take the Justice Department’s No. 3 job, has withdrawn from consideration after Republican senators raised concerns about her past membership in a lawyers group that supported abortion rights and opposed the nomination of Samuel A. Alito Jr. to the Supreme Court.

 

The Trump administration signaled weeks ago that it would nominate Liu for the position of associate attorney general, in which she would oversee the department’s extensive civil litigation work. That nomination will not happen, because of her past role with the lawyers group, officials said Thursday.

 

The key Justice Department position has been difficult for the Trump administration to fill. The previous Senate-confirmed associate attorney general, Rachel Brand, left the post more than a year ago after just months on the job to take an executive position with Walmart.

 

A spokesman for Liu did not immediately respond to a request for comment.

 

Attorney General William P. Barr, in a statement Thursday, called Liu “one of the finest, most impressive people serving in the Department of Justice. She has been an outstanding United States Attorney and would have made an outstanding Associate Attorney General. I have zero doubt she would have faithfully executed my priorities and advanced my rule-of-law agenda.”

 

Barr said he was appointing her instead to lead the Attorney General’s Advisory Committee.

 

The reasons for the reversal stretch back more than a decade, when Liu was a member, and served as vice president, of the National Association of Women Lawyers.

 

“Unfortunately, a women’s lawyers professional organization that Jessie was affiliated with over a dozen years ago took certain controversial positions at the time which have now generated opposition to her nomination at the Senate Judiciary Committee,” said Justice Department spokeswoman Kerri Kupec."

Let's talk about and focus on some FACTS about Andrew McCabe and the Grand Jury that has been empaneled in DC.

To the naysayer's who say thing's such as 'MCCABE WILL WALK…HE'S BEING TRIED IN THE SWAMP ITSELF, DC!!'

Yes, the Grand Jury has been empaneled IN DC. WHO called for the GJ?

 

John Huber in Utah. WHY? Horowitz nailed McCabe via his text messages and him sent off for prosecution by HUBER. REMEMBER, AG Session's gave Huber AND Cody Hiland in AR the authority to call for a GJ IN ANY STATE. Moving on.

 

WHAT HAS HAPPENED IN 'THAT' part of the country in the past 2 years? Well, DC is part of the 4TH CIRCUIT COURT. The 4th Circuit is made up of 18 Judges who cover the states of WV, VA, NC, SC, MD and DC. After Obama was elected, he placed 7 judges on that court, moving it towards becoming a LIBERAL COURT. That's important to keep the SWAMP INTACT.

 

Now, enter President Trump and Mitch McConnell. They have already REPLACED 5 Judges on the 4TH and currently have 4 MORE SEATS THAT WILL BECOME VACANT BY YEARS END. THAT will give Trump 9 Conservative Judges on the 4TH so far. Looking ahead to next year, there will be 2 more vacancies for Trump and McConnell to fill. Trump THEN sits at 11 Conservative Judges on the 4TH, Giving the MAJORITY TO CONSERVATIVES. GOT IT? The 4th is taken care of, NO WORRIES THERE.

 

WHAT else happened in DC in the past 2 years? Trump and Session's were BUSY working on the US ATTORNEY'S AT THE SAME TIME! Session's FIRED ALL OF THEM, REMEMBER? Session's then began placing HIS GUY'S/LADIES IN THOSE OFFICES. AG Session's replaced ALL of the US Attorney's except ONE. Session's didn't choose WHO would head up the DC Office. TRUMP PICKED THAT APPOINTMENT HIMSELF; HE picked a 'Special' person to head the DC Attorney's Office. WHY someone 'Special'?

 

The US Attorney's Office in Washington has long played a leading role in national security investigations and corruption cases against public officials and federal employees. That person is VERY POWERFUL as they are the Chief Federal Law Enforcement of the District! He picked a lady who KNOWS that Swamp well!

 

She was part of the Trump Transition team…..AND(!!!) SHE IS THE ONLY US ATTY PICKED WHO MET WITH TRUMP PERSONALLY!

President Trump put into place a lady who KNOWS the Swamp, how it works and WHO the 'dirty' players are.

Now I can hear you already…'SHE'S PART OF THE SWAMP!!' REALLY? HOW do you KNOW THAT? Because she worked in the DC area? BIG DEAL. Not everyone is part of the Swamp. ADM Rogers AND Gen Flynn worked there too. Do YOU remember the reaction from the Beltway Barnacle Rep. Eleanor Holmes Norton of jessie liu's pending appointment to the office??

It is critical that D.C. residents are involved in the selection process of federal officials nominated to serve them."

 

Norton KNEW that jessie liu was going to BE A HUGE PROBLEM FOR ALL OF THEM.

 

REMEMBER HOW IT WORKS: People are investigated by Horowitz. Horowitz hands them off to Huber OR Hiland for Prosecution. Huber or Hiland can convene GJ's in ANY STATE. Trump's US Atty's take the cases. Is it becoming clearer?

 

Trump and McConnell took care of the 4Th Circuit Courts. Trump and Session's took care of the DC District AG'S.

Trump placed HIS gal, jessie liu to be in charge of ALL THE DC COURTS. And you REALLY THINK McCabe 'WILL WALK'?

If you can't see the canvass being painted, you really do live in an alternate reality and there's nothing anyone can do to pull you back. SO, GOOD LUCK STRESSING OVER NOTHING SCOOTER!

 

NOTE on the 4TH Circuit - I should have done a better job explaining this. 2 Judges have been confirmed, 3 are open and waiting to be filled any day now, THAT'S THE 5. One more just opened up Aug 27th, that seat too will be filled this year. There will be 2 more coming up next year, then 1 more seat opening up in Trump's 2nd term.

So, by the time McCabe or any of them go to court, the 4th will be flipped.
