You are conflating race, culture, and what I would argue is the impact of environment on those features.
"Whites" and many asians had no choice but to rely on long term planning to survive winters. Culturally, areas and populations farther away from the equator are forced to become planners and to think in terms of at least one year. The impact this has on culture, success, and genetics can't be underestimated. Africans are predisposed to shorter term thinking and instant gratification, as are many central americans for similar reasons.
When your survival is built on farming; planting, tending, harvesting, and preserving - your society develops concepts of personal property and MUST respect those ideas or the production chain collapses.
Many African cultures do not have concepts of personal property and people will steal for the family. Their survival isn't as closely tied to long term planning, and so their culture has simply not recognized this as importantly. By comparison, even the Muslim populations are more advanced, culturally. I would even argue that Islam in many african nations represents a structural improvement as an evil structure empowers society moreso than battle royale.
But these groups are not incapable of learning or adjusting their culture. The mistake we have made in the west is to assume that all cultures are of equal value. Ours is blatantly superior. Not flawless, to be certain, but in our unwillingness to impart our culture upon immigrant communities, we have created a scenario where they cloister together and become purists who insist their home nation's culture is equal or even superior to our own and that they can simply continue their culture without any further introspection on the matter of why their home nation was a shit hole.
