You're analysis is not correct. New Jerusalem is a city for saved people. In Zachariah 12 Jerusalem is in a lost state but experiences a mass salvation moment. Starting in the house of Judea.

God builds the Third Temple, which will help unit the World against Israel. The Anti-Christ, given power by the beast, will emerge and make peace with Israel. The world will love him for it. He will then violate that peace half way through the agreement, enter the temple, and desecrating the holy of holies, declaring himself God. Israel will be saved through the ensuing struggles.
As spoken in Ezekiel, the Dead Bones Prophecy, God will loose the for corners of the winds of life and save Israel, making them hyper-Christians endowed with the power and spirit of God.
