I wonder if this first Wikileaks scoop has anything to do with Félicien Kabuga?
It does have to do with how astoundingly corrupt the Kenyan government has been, far beyond what most suspected, I think. And Kabuga was an international fugitive who was supposed to be the financial mastermind behind the Rwandan genocide, which I think was a cabal operation. It seems he imported the machetes from North Korea. (I've read some of this before and am picking up some clues from prior breads…) Anyway, I'm suspecting the cabal was working with this guy, and they had the goods on each other, and they were letting Kenya get away with all sorts of illicit financial BS so long as this fugitive was harbored in Kenya.
(The cabal probably couldn't kill him, since then why would any other third world corrupt POS work with them…?)
I think there's a lot to dig on there. There seems to have been a documentary on this guy called "In the footsteps of Felicien Kabuga" by John-Allan Namu but I haven't located it yet as it was deleted from yt.
