The National Football Foundation announced in 1992 that it would move the Hall of Fame from the Cincinnati area to South Bend.
Then-Mayor Joe Kernan promised early on to secure corporate donations to fund the hall in South Bend, but he was able to raise less than $2 million.
The city government ended up issuing bonds to pay for the $18 million building, which opened in August 1995, and the city will continue paying off the $6.4 million worth of remaining debt until January 2018.“

“The South Bend Redevelopment Commission finalized a deal Thursday to sell the long-vacant property for $525,000 to JSK Development’s Southhold company…
“…The South Bend Tribune reports the company agreed to buy the building after the city lowered the price from the original $1.2 million it was asking and absolves the city of South Bend of any responsibility for the building completely.”
