I doubt something like this could be kept secret, but there is sort of a precedent for an idea like this…
I know for a fact that all the tunnels in Switzerland through the Alps to Germany, Austria, etc ARE pre-rigged for detonation/destruction in time of war. If you ever travelthrough them- look up at the ceiling, it's not even hidden….
