Yes, and I applaud your effort, but journalists learn to make short sharp *OIA requests. They want to needle out information in a timely manner. Sometimes knowing one thing quickly is better than knowing everything in five years (for example).
You might want to add a stanza that you will accept the information as it becomes available, or even break it down in to smaller requests. They might actually request that you do this (check the OIA procedures for your jurisdiction). Requests usually have to be very specific.
