Read the Mueller Report's opening pages. Find the 1st Footnote (page 13). "40 FBI" assigned to the investigation. The 40 FBI were supervised by the FBI (and its policies, guidelines, and so forth) while the matters of the investigation were supervised by the SC Office. The paragraph and the footnote make the distinction between supervision of the 40 FBI and supervision of the matters.

Find Footnote 10 (page 15) in the Mueller Report's first volume. The first paragraph under the heading, A. Structure of the Internet Research Agency is situated within one of the most heavily redacted parts of the Report.
The paragraph is comprised of three redacted portions, each with its own footnote. All three are redacted. However, Footnote 8 is partially not redacted and it refers to SM-220634, serial 86.

The 1st footnote in the Mueller Report refers to the 40 FBI employees who were assigned to the investigation in various roles. As FBI staffers, they were supervised by the FBI. They worked on matters which were supervised by the Special Counsel's Office.
What is the significance of that distinction? To Mueller? To the FBI? To the DOJ? To Rosenstein? To Barr? To Wright? and so forth.
