like many states CA water laws are antiquated and corrupt

this is just the workaound cuz they cant change these laws w/o a huge fight

they just sequester water for public purposes which is the only legal way to cut private water rights

then at some point the rights are diverted to other purposes away from the origninal legal excuse or sold for more graft
