I really wonder, why Puerto Rico would get 91 billions, why Potus would mention it six times in a row, IF(!) it were true that the territory of Puerto Rico is not a part of the United States, but the commonwealth.

I looked it up on wiki, but I'm not sure that I understood, what I read.

This is not easy to understand, which makes the legal status of PR really an interesting topic.
