AG oversees all the other investigative agencies. DOJ, CIA etc. Why giving authority to Barr is important, he is NOT POTUS, he can speak to each agency and clarify what the meaning of things is, and DECLAS what he needs as he sees fit.

BTW he was given this authority, he cannot deligate this to anyone else.
