I think that the proof we need gathered on foot, photographed, and published here is a great idea.
Here is the thing. Educate people about this thing, including Bar owners. Let them know that patrons will be looking for bars that do not require people to set themselves up for identity theft by putting their personal information on some database that will end up who knows where.
When you find a bar using it, stand outside the door, and hand out leaflets on the sidewalk that explain the truth of what will happen to the patrons ID should they choose to enter.
The cops will be called, but the sidewalk is a public place, and you are providing a public service.
