I took away from it that he used a fake document to try to get a license and failed. Instead of charging him for forgery, they charged him with using a forged document to get a licence.
Technically, they charged him with the wrong crime, and he escaped on a technicality.
Or at least, gold/silver/ammo…and tulips.
