Just started being familiar with comms and didnt see that one. Not sure where to start, but I'll start digging a little.
We know he doesn't live at 24 Sussex drive, but Rideau cottage just down the road. Is it because he thought it was bugged? There's lots of talk it needing restoration, including asbestos removal.

No renovations happened at Rideau college or 24 Sussex while he was in office.
Could it be for the large underground complex on parliament hill?
