Those look like rings were pots/plants used to sit.
Well, the dome got ripped off in a recent storm (2017, I've read), so
whatever was under it may have been connected to something
inside, which could explain the scaffolding.
Satellite dish would be my guess, but the gold dome would be problematic
for that (potentially).
