Those are likely "topsoil" dump truck loads which will be spread 6" or so to support vegetation. Wherever this is it seems like there may have been an underground complex/shelter built which was back-filled and covered and now they wish to hide it. Any mechanical apparatus showing? Air/exhaust vents? The left of the pic is a steep slope where the line of topsoil is. Is that a bulldozer? Maybe the Island is one entire DUMB or bunker. Prolly a whole boatload of these scattered around the globe. Definitely in NZ.
