Are charges brought forward and filed by the Director of National Intelligence?

I'm not understanding why arrests would have to be postponed because Dan Coats was not gone.

Are charges not brought by the DOJ?

Doesn't Barr refer charges to the DOJ and they determine if they are going to act on them?

Just wanting to understand the process. Thought I did, but evidently not.
