Remove non-profit and religious exemptions. These tax havens have been abused by anyone calling themselves a "church" and dirty organizations presenting a false front (Red Cross, Terramar, etc.). It is all about the money with these corrupt organizations.

Some of these pastors are conmen and women, wolfs in sheep's clothing living the high life on the dime of the congregation. If the money dries up these conmen and women will need to find another living. Congregations that are being fed and live according to the word will give to support their leaders regardless of the charitable deduction.
