this kind of talk goes back to the Robertson Panel in the early 50s.
back then, the feds were alarmed at the level of public interest in 'flying saucers' and 'men from outer space'. they knew some mil/intel people were leakers and wanted ways to stop the 'alien disclosure' movement from gaining steam.
so they pulled these Ivy League psychologists before Congress and posed the question to them of how to keep the public from thinking or themselves, and they gave several recommendations
… one of which was essentially to brand extraterrestrial life as a 'conspiracy theory' .
while the 'ct' phrase had appeared in English from time to time, it didn't take off until after the Robertson Panel.
Funny how seventy years later, the recommendation of that committee is still paying dividends to the DS.
