Former Prime Minister Paul Keating has gone to considerable lengths to avoid commenting on the connection between his daughter Katherine and billionaire paedophile Jeffrey Epstein, and their relationship to Prince Andrew.

Footage emerged last weekend in The Mail on Sunday of Prince Andrew at Epstein's New York apartment in 2010 waving goodbye to a young woman who was later identified as Ms Keating.

She has not commented on the video, and the former Prime Minister was also keen to avoid the issue on Wednesday.

An unusually publicity shy Mr Keating, now 75, slipped out a rarely used back door of his heritage-listed office in Sydney's Potts Point and got into a waiting red four-wheel-drive.

He shielded his face with a piece of paper as a companion dismissed Daily Mail Australia, saying Mr Keating did not wish to make any comments regarding the footage.

Keating, famed for his razor wit and effusive rhetoric as a politician, was for once lost for words.

He instead chose to keep his head down and face covered, while the man he was with said the former Prime Minister was too busy for interviews as he was booked up with back-to-back appointments for the next 'few weeks'.

'He hasn't addressed the allegations with anybody else and he isn't likely to,' a spokeswoman for the former Labor leader's office told Daily Mail Australia.

The former PM shed no light on what his daughter was at the apartment belonging to Epstein, who committed suicide earlier this month while awaiting trial on child sex charges. It is not however suggested that anything improper took place.

Katherine Keating, whose had become a fixture on the New York and Los Angeles social circle that includes Princess Eugenie and Meghan Markle's close friend Mischa Nonoo, was dating playboy hotelier Andre Balazs at the time of the 2010 footage.

Balazs was an associate of Epstein, and his name was found in Epstein's 'black book' that was admitted as evidence in previous legal matters.

Keating was one of two brunette young women seen coming or going; so too was a young blonde girl who left with Epstein himself.

There is no suggestion Keating was aware of or involved in any of Epstein's criminal activities.

Keating is a former political consultant to her father's Australian Labor Party and moved to New York in 2010 to be with her then-boyfriend, hotelier Andre Balazs, 24 years her senior.

They were no longer together, but she has established herself as a New York socialite, Davos attendee and fashionable environmental campaigner since then, and described herself as a 'philanthropist.'

She featured on the cover of The Australian's magazine The Deal in 2017 as 'Katherine the bold,' and boasted about choosing 'philanthropy' over politics.

She now works as head of 'sustainability' for Maverick, a talent agency which represents Sir Paul McCartney and U2, among others.

Previously she presented a series of interviews called One On One which were published by HuffingtonPost.com and which saw her interview Ghislaine Maxwell - a close associate of Epstein.

Epstein, 66, was accused of arranging for girls, some as young as 14, to perform nude 'massages' and other sex acts, and of paying some of those girls to recruit others, between 2002 and 2005.

Epstein had employees who helped bring him girls, prosecutors have said, though none have been criminally charged.

Maxwell, 57, described as the 'madam of the house' by a former housekeeper at Epstein's mansion in Palm Beach, Florida, has strenuously denied any wrongdoing.

Katherine Keating was one of a string of romantic partners for Balazs, who ran The Standard hotel in New York and the Chateau Marmont in Los Angeles.

In 2017 Keating became the publisher of VICE Impact, a channel of the website Vice.com which is now largely shuttered but which pushed calls for green policies.

She was given a brief to raise awareness of 'global social issues' such as climate change and women's empowerment, and wrote several articles on those themes.

Court to compel alleged pedophile Leifer to undergo psychiatric evaluation

Ruling comes after defense informed judges she won’t cooperate with panel ordered to determine whether she’s feigning mental illness to avoid extradition

Alleged serial child rapist Malka Leifer will be required to appear before a psychiatric panel that will determine whether she has been feigning mental illness to avoid extradition to Australia, the Jerusalem District Court ruled Thursday.

Judge Chana Lomp’s decision comes two days after Leifer’s attorneys informed the court that their client would not cooperate with the panel, which, they claimed, will be biased against her.

The decision will require prison guards to compel Leifer to go to the panel hearing in order to undergo an evaluation.

The State Prosecutor’s Office also files a request to have all information from the trial passed along to the panel to give its members a full picture of Leifer’s mental state. Without it, Leifer would likely have to be hospitalized for three weeks in order to be re-evaluated from scratch. That would likely delay the panel’s decision, which the court ordered it make by December 10, a source with knowledge of the proceedings told The Times of Israel.

Lomp has now given the opportunity for Leifer’s attorneys, Tal Gabay and Yehuda Fried, to respond to the state’s request before passing the file on to the panel. A decision on the matter could come as soon as later Thursday, the source said.

Proceedings against Leifer have lasted over five years, during which Australia has continuously demanded that she be extradited back to Melbourne, where she faces 74 charges of child sex abuse.

Last month, Lomp ruled that the evidence against Leifer was inconclusive and therefore a board of psychiatric experts would be appointed to determine whether the former principal of Adass Israel ultra-Orthodox girls’ school in Melbourne has been faking mental incompetence to avoid being sent back to Australia for a sex abuse trial.

Both the prosecution and defense opposed the appointment of a new panel, with both arguing that sufficient evidence had been submitted to reach a verdict. The state has relied on the legal opinions of three district psychiatrists who determined that Leifer is mentally fit to face justice.

Leifer’s attorneys, meanwhile, cited testimony from prison doctors, who said that the 52-year-old takes the highest dosage of anti-psychotic medication. They also flew in several attorneys from around the world to argue that Leifer is not mentally competent.

The defense argued that by deeming the evidence against their client to be inconclusive, Lomp’s ruling had in effect discarded the possibility that the suspect has been faking.

The defense then filed a motion to have Leifer released from prison for the remainder of the legal proceedings against her. The Jerusalem District Court agreed to free her to house arrest, but that ruling was overturned earlier this month by the Supreme Court.

Since the Supreme Court decision, the defense petitioned the High Court of Justice to have the proceedings against Leifer halted altogether. The top legal body rejected the petition last week.

The nature of the delays in the Leifer case have been a cause of considerable strain on relations between Jerusalem and Canberra. Australian Prime Minister Scott Morrison last week called on Israel to wrap the case up swiftly.

In 2000, Leifer was recruited from Israel to work at the all-girls Adass Israel ultra-Orthodox school in Melbourne. When allegations of sexual abuse against her began to surface eight years later, members of the school board purchased the mother of eight a plane ticket back to Israel, allowing her to avoid being charged.

She was arrested in Israel in 2014 after Australia filed for extradition, but a Jerusalem court suspended the proceedings in 2016, deeming her mentally unfit to stand trial.

Following a police undercover operation that cast doubts on claims regarding her mental state, Leifer was rearrested in February 2018 and has remained in custody since. The operation was launched at the request of Interpol after the Jewish Community Watch organization hired private investigators who placed hidden cameras in Emmanuel, a Haredi settlement in the northern West Bank, where Leifer had been living. The camera footage showed the alleged sex abuser roaming around the town without any apparent difficulty.

George Pell: Timeline for High Court appeal released

The timeline has been set for George Pell's High Court appeal with dates set for written submissions by Pell's lawyers to be submitted by early in the new year.

Indicative dates published on the High Court's website shows that the applicant (Pell) has until January 8 to file a submission.

The Victorian Director of Public Prosecutions, Kerri Judd QC, then has three days short of a month to respond with the respondent's submission due on February 5.

A reply is then scheduled for February 26 leaving March as the earlier court date available.

The High Court has indicated it will hear an appeal against his five sexual abuse convictions, referring his application for special leave to a full bench of the court.

Pell is serving a maximum six-year jail term for the abuse of two choirboys in the 1990s.

Sweden drops Julian Assange rape investigation after nearly 10 years

London: Swedish prosecutors have dropped their investigation into an allegation that Julian Assange raped a woman in Stockholm in August 2010, saying the decade of delay meant the evidence was now too weak to support a prosecution.

WikiLeaks welcomed the decision on its founder's behalf, saying the investigation had become "exceptionally politicised".

But Sweden's Deputy Director of Public Prosecutions Eva-Marie Persson said she “would like to emphasise that the injured party has submitted a credible and reliable version of events”, and her statements were “coherent, extensive and detailed”.

Assange entered the Ecuador embassy in London in June 2012 seeking political asylum, days after the UK Supreme Court rejected his last appeal against extradition to Sweden to face sex crime accusations.

He maintained then, and ever since, that he was innocent of the accusations. He said if he was sent to Sweden he would be at greater risk of further extradition to the US to face espionage charges and a possible death penalty in connection with his work publishing classified information at Wikileaks.

Those US charges were at last revealed earlier this year, and Assange was expelled from the embassy in April. He is now in Belmarsh Prison in London awaiting an extradition hearing next year.

In a statement released on Tuesday, WikiLeaks said Assange had “always expressed his willingness to engage” in the Swedish investigation.

“There has been no prospect for a fair hearing [in Sweden] for many years,” the WikiLeaks statement said. “An investigation into how the justice system failed to withstand the political and media pressure and lessons learned should be pursued.”

Kristinn Hrafnsson, WikiLeaks' editor-in-chief, said the focus should now be on “the threat Mr Assange has been warning about for years: the belligerent prosecution of the United States and the threat it poses to the First Amendment”.

He said the UK Crown Prosecution Service had “artificially prolonged the Swedish preliminary investigation” by advising Sweden against questioning Assange in the UK and pressuring Sweden into keeping the investigation alive.

Assange gave a statement to Swedish prosecutors who visited him at the Ecuadorian embassy in Knightsbridge, London, in 2016. In his statement he rejected the rape allegation, saying his relations with the alleged victim had been consensual.

In the statement Assange said he travelled to Stockholm in August 2010 because of “heightened concerns about US activities in the UK in relation to the WikiLeaks investigation”.

While there, he said, he met a woman who came to a speech he gave on WikiLeaks who “appeared to be romantically interested in me” and invited him to her home.

He said she initiated consensual sex and they later “enjoyed breakfast together”.

According to a European arrest warrant, the woman alleged to police that Assange initiated sex while she was asleep “in a helpless state” and did not use a condom despite her “expressed wish”, in a sexual act “designed to violate the injured party’s sexual integrity”.

Persson said evidence from the alleged victim and Assange was consistent in some areas and “in others they have entirely different perceptions of events”.

She said that since Assange had left the embassy the investigation had reopened “largely in the form of witness interviews”.

However “the evidence has weakened considerably due to the long period of time that has elapsed since the events in question”, she said.

In a published statement, the prosecutors said Sweden’s Supreme Court had set a rule that in sexual offence cases “it is insufficient [to convict someone] for the injured party’s version of events to be more credible than the suspect’s”.

The alleged victim needed more evidence in support of the allegation, and “oral evidence is often of crucial importance”.

The long delay and blanket media coverage would affect the usefulness of this oral evidence in court, “to such an extent that there is no longer any reason to continue the preliminary investigation”, the statement said.

Legal breaches allowed Westpac customers to pay for child sexual abuse undetected, Austrac alleges

Agency alleges Westpac failed to monitor 12 customers who made transactions consistent with child exploitation typologies

Westpac’s failure to obey anti-money laundering and counter-terror finance laws allowed a customer to make payments to a person in the Philippines who was later arrested for child sex trafficking and livestreaming child sexual abuse, the financial intelligence agency alleges.

The allegation is just one of more than 23 million breaches of the law – involving more than $11bn in transactions – the bank is accused of in a federal court lawsuit filed by Austrac on Wednesday.

During a hastily called teleconference with reporters on Wednesday afternoon the Westpac boss, Brian Hartzer, said he was “disgusted and appalled” by the allegations, but said he would not resign.

“As CEO of Westpac I am very sorry this has happened and we will fix it,” he said.

“I will be personally leading our response to all of these issues.”

In a sign Westpac will not fight Austrac in court, he said he accepted the allegations in a statement of claim filed by the regulator “almost overwhelmingly”.

He refused to estimate how much the bank will have to pay to settle the lawsuit, but based on previous cases it is likely to run into the billions of dollars.

Documents filed by Austrac with the court paint a picture of a bank that for years has failed to take money laundering and terror finance risks seriously, despite executives flagging concerns since at least 2016.

In its most serious allegations, Austrac accuses Westpac of failing to monitor a dozen customers who made frequent transactions that were “consistent with child exploitation typologies”.

These typologies involve “customers with no apparent family ties to the Philippines/south-east Asia, frequently remitting small sums of money to multiple beneficiaries in the Philippines/south-east Asia within short timeframes,” Austrac said in its statement of claim.

Austrac alleges that more than 3,000 payments totalling almost $500,000 went undetected by Westpac for years, even though six of the customers repeatedly travelled to the Phillipines or other destinations in south-east Asia.

Payments that should have been detected were being made as recently as two months ago, it said.

The regulator said “Customer 1”, who paid money to the person later arrested for child trafficking and exploitation, transferred $136,000 to the Philippines between November 2013 and July this year, when Westpac finally detected the payments.

It said Customer 1’s bank account also showed he travelled to the Philippines in 2014 and 2016.

“In October 2014 and November 2014 Customer 1 transferred money to a person located in the Philippines who was later arrested in November 2015 for child trafficking and child exploitation involving live streaming of child sex shows and offering children for sex,” Austrac said in the statement of claim.

“Had Westpac been appropriately monitoring for frequent low value transactions consistent with child exploitation typologies in 2014, these transactions would have come to its attention.”

Austrac does not name the recipients in its court documents, but the November 2015 date approximately coincides with Philippines authorities busting two child exploitation rings, one run by the Australian child rapist Peter Scully, and another run by Filipino women Lyan Tandeg and Shellina Nisperos.

Hartzer declined to answer when asked if any of the money went to Scully or his associates.

“We don’t have visibility about whether or not particular crimes have happened, that’s a matter for the regulator,” he said.

“I can’t comment on any individuals as part of that.”

Austrac alleges that in 2017 another customer, “Customer 3”, transferred money to a suspected “child exploitation facilitator” in the Philippines.

The bank also failed to conduct “enhanced due diligence” in relation to “Customer 12”, who “had a prior conviction for child exploitation offences”, the regulator said.

Many of the transactions took place through a system called LitePay. Austrac said Westpac had been aware of the child exploitation risks relating to LitePay since 2013 but did not fix them until June 2018.

This was even though by May 2016 “Westpac itself had assessed the heightened child exploitation risks associated with low value payments to the Philippines through LitePay and other channels”.

Westpac introduced an automated system supposed to identify suspect payments in August 2016, but by the end of February 2017 the bank knew it had failed to trigger, Austrac said.

Westpac CEO pushed out amid child exploitation scandal

Brian Hartzer has become the first casualty of the money laundering and child exploitation scandal that has engulfed the major bank.

Westpac chief executive officer Brian Hartzer has been pushed out as the major lender battles an investigation by Australia’s financial intelligence agency over a money laundering and child exploitation scandal.

The bank’s leader will step down on December 2 with a hefty golden handshake of 12 months’ pay, which amounts to $2.7 million.

Westpac chairman Lindsay Maxsted said this morning the board accepted the “gravity” of the issues raised by AUSTRAC.

“As was appropriate, we sought feedback from all our stakeholders including shareholders and having done so it became clear that board and management changes were in the best interest of the bank,” he said in a statement released to the Australian Securities Exchange.

Mr Hartzer said he was “ultimately accountable for everything that happens at the bank”.

“It is clear that we have fallen well short of what the community expects of us, and we expect of ourselves,” he said in a statement issued by Westpac.

It comes after a report in The Australian revealed Mr Hartzer attempted to lobby support from Westpac’s senior leaders by saying the scandal “was not playing out as a high street issue”.

“We all read the Fin (The Australian Financial Review) and The Australian, and we all read that and think the world is ending,” he said, according to the newspaper’s two sources.

“But actually for people in mainstream Australia going about their daily lives, this is not a major issue so we don’t need to overcook this.’’

Mr Maxsted will also bring forward his retirement to early 2020, while Director Ewen Crouch — who is in charge of risk and compliance — will not stand for re-election at the Westpac annual general meeting on December 12.

AUSTRAC chief executive Nicole Rose told reporters last Wednesday the major lender failed to report more than 19.5 million international funds transfers over five years.

The transfers amounted to $11 billion, which Ms Rose said resulted in a “significant loss of intelligence” for the financial crimes agency.

“Westpac failed to pass on information about the origin of international funds transfers and keep records as required,” she said.

The most staggering indictment in AUSTRAC’s bid to investigate Westpac was less than $500,000 that a dozen of its customers allegedly paid to the Philippines and South East Asia.

The agency says these types of payments are consistent with transfers made to those who are involved with child exploitation.

“Westpac failed to introduce appropriate detection scenarios to detect known child exploitation typologies, consistent with AUSTRAC guidance and their own risk assessments,” Ms Rose said.

Current chief financial officer Peter King will serve as acting chief executive from December 2 until a new boss is appointed.

Mr Maxsted said the interim chief has been tasked with implementing the Westpac Response Plan in the face of the child exploitation scandal.

“Peter has had a long and distinguished career at Westpac and has been the CFO since 2014,” Mr Maxsted said. “He is the right choice to provide stability and direction to the bank and its people.

“He is an executive of exceptional integrity who is deeply respected by the market and the entire Westpac team.”

FACILITATING ‘HORRENDOUS TYPES’ OF CRIME

Attorney-General Christian Porter said the “enormous” number of alleged money laundering breaches by Westpac had the potential to facilitate “the most horrendous crimes”.

“Anyone who breaches money laundering laws and therefore allows money to be laundered, has — just as a matter of fact and common sense — contributed to the facilitating of international and domestic crimes of a variety of types,” he told 6PR on Thursday.

“The reason people launder money is to hide the profits of crime and criminality and to fund further crime and criminality, which is why we have such strong laws, such strong penalties and why the government takes such an incredibly robust approach to money laundering.”

Investment bank Citi noted in a report last week aimed at predicting the ensuing bloodbath at Westpac how similar scandals had resulted in mass changes to executive teams.

Former Baywatch star Pamela Anderson has urged Prime Minister Scott Morrison to 'pick up the phone' to help save Julian Assange, who she says faces 'psychological torture' as he languishes in jail.

The 48-year-old WikiLeaks founder remains in a British prison, awaiting a 2020 hearing to see whether he will be extradited to the United States on computer hacking and espionage charges.

Anderson, 52, arrived in Australia on Monday and was due to speak at an event in Canberra this week, but cancelled due to a 'scheduling conflict'.

In a transcript of her speech, she implored Mr Morrison to save Assange from life in prison, after more than 60 doctors expressed concerns for his health.

Mr Morrison has previously said Assange would receive 'no special treatment' from Australia, which doesn't sit well with Anderson.

'He doesn't want special treatment, he just wants to be treated like any other Australian citizen and journalist, he has not committed any crime for which a precedent in law stands,' Anderson's speech reads, as reported by the Sydney Morning Herald.

Anderson pleaded for Morrison to speak with US President Donald Trump and British Prime Minister Boris Johnson in the way that Malcolm Turnbull did to release Australian filmmaker James Ricketson from jail in Cambodia in 2018.

She noted the dangerous precedent that would be set if Assange is prosecuted for publishing information.

'Every Australian needs to be aware that if Julian Assange is extradited to the USA for publishing then every other journalist and publisher of facts on the internet is vulnerable to execution or 175 years' imprisonment for simply publishing facts that were delivered to him by whistleblowers,' Anderson's speech reads.

'The precedent that will be established endangering every single Australian that dares publish facts on the web that expose War Crimes and systemic corruption.'

Anderson's concerns were echoed by former Australian Prime Minister Kevin Rudd, who wrote to the Bring Julian Assange Home Queensland Network, saying he could see no difference between Assange and any other journalists.

'If [the US prosecutors'] case is essentially that Mr Assange broke the law by obtaining and disclosing secret information, then I struggle to see what separates him from any journalist who solicits, obtains and publishes such information,' Mr Rudd wrote, as reported by The Age.

'Ultimate responsibility for keeping sensitive information secure rests with governments. The United States government demonstrably failed to effectively secure the classified documents relevant to this case.

'The result was the mass leaking of sensitive diplomatic cables, including some that caused me some political discomfort at the time. However, an effective life sentence is an unacceptable and disproportionate price to pay. I would therefore oppose his extradition.'

Doctors from Australia, Europe, Sri Lanka and the United Kingdom wrote to British Home Secretary Priti Patel requesting Assange receive urgent medical attention for psychological issues including depression, as well as dental problems.

Assange is facing a 175-year jail sentence for charges including disclosing national defence information and will face a US extradition hearing in December.
