If that's consistent across the entire document, as indicated as a known hiccup in the OCR, then logic would dictate that ALL Ms should be read as RN combos, yes?
If it's hard-coded into the OCR, then stands to reason that the whole 467 page is rife with this happening, yes?
Let's see if we can duplicate that.
If the OCR is wigging out and reading the M in "Comey," as "Corney", then why doesn't it read "Government" as "Governrnent"?
If that's the case, then it strengthens the argument that Comey's name specifically has had the kerning adjusted.
