Congress Has Released Its $738 Billion Defense Budget. Here's What's Inside

 

House and Senate negotiators have reached a deal on a defense policy bill aimed at avoiding a government shutdown, creating a Space Force, and getting rid of the so-called "widow's tax" that has been a main goal of military families for years.

 

A conference version of the National Defense Authorization Act for Fiscal 2020, released late Monday evening, preserves a 3.1% pay raise for the military. The $738 billion bill, which includes an additional $5.3 billion earmarked for emergency disaster recovery, charts out a three-year "phased repeal" of the policy that requires VA payments to survivors of fallen troops to be deducted from Defense Department survivor payments.

 

It also lays the groundwork for the long-awaited creation of a sixth military service branch, U.S. Space Force. According to planning, the new service would fall under the U.S. Air Force and be populated by transferred Air Force personnel as it stands up. The plan also creates a new service chief position: Chief of Space Operations, reporting to the secretary of the Air Force and a member of the Joint Chiefs of Staff.

 

While the bill does not do away with the Feres Doctrine, which prohibits U.S. troops from suing the government due to injury, it does include a new provision that authorizes the secretary of defense to settle and pay administrative claims to amend for the death or injury of troops due to DoD medical malpractice, a change hailed as a step in the right direction.

 

In remarks over the weekend, both HASC Chairman Rep. Adam Smith, D-Wash., and ranking member Rep. Mac Thornberry, R-Texas, said they expected a vote on NDAA in the full House could come Wednesday, with a Senate vote to follow.

 

The negotiators were working against a Dec. 21 deadline, when a continuing resolution on spending expires and could trigger a government shutdown unless compromise was reached on a range of issues.

Former FBI Director James Comey claimed on Monday that Fox News had booked him to appear on one of its shows but cancelled because of the results of the Justice Department inspector general report.

IG Report: FBI Official Higher Up Than Peter Strzok Involved in Opening โ€œCrossfire Hurricaneโ€ to Spy on Trump

 

The DOJ Inspector General Michael Horowitz finally released his report on FISA abuses on Monday.

The report revealed what we knew to be true all along โ€” the FBI defrauded the FISA court and purposely omitted exculpatory information from the FISA judges in order to obtain FOUR FISA warrants on Trump campaign advisor Carter Page.

According to Horowitzโ€™s report, former FBI counterintelligence chief Peter Strzok wasnโ€™t the sole or even highest-level decision maker in opening the CI investigation into Trumpโ€™s campaign dubbed โ€œCrossfire Hurricane.โ€

In July of 2016, Peter Strzok opened a counterintel investigation into Trumpโ€™s camp dubbed โ€œCrossfire Hurricaneโ€ on suspicions (based on no evidence) that the Russians had infiltrated Trumpโ€™s circle.

The FBI never even gave Trumpโ€™s camp a proper briefing warning him about a possible infiltration.

Attorney General Bill Barr blasted the FBI on Monday in a statement.

Several roads have been shut down and at least one school is under lockdown after a shooting near Martin Luther King Drive and Bayview Avenue.

News 12 is working to confirm if any police officers were injured during the incident.

Witnesses say there is a large police response in the area.

Police are canvassing the scene wearing body armor.

That is really what it comes down to and what I personally have concerns over. I am not disputing that there are coincidences or that the โ€œComey/Corneyโ€ and other text anomalies are in any way insignificant to our research nor am I denying that it gives us additional items to look into howeverโ€ฆ If you think this is a slide then do the analysis yourself. Do the due diligence and extract the images yourself, any page, any resolution you wish and run Adobe OCR on the page. If you refuse to do the research yourself you deserve your ignorance on this topic.

 

Modern OCR also uses spell check referencesโ€ฆ Comey is a name that is not picked up by the standard English dictionary used in Adobe Acrobat OCR. That is why other words like โ€œgovernmentโ€ are not changed. If the person that re-did the OCR scan of the report using better software or run with Comey added as a dictionary word in your OCR software is on here, would appreciate some support from another print production expert on this topic.

 

NORMIE VERSION:

Upon a simple analysis of the document, anyone can discover that it is scanned in at 150 dpi with highest compression setting and no background suppression, on auto color detect, hence the color/grayscale scan :( Even by looking at just the file size, these specific setting can be inferred as well, based on years of experience doing this type of work. As you can see from this sample image taken from page 2 of the report (blue guides @0.1โ€, grid and black bar above for dpi reference), the baseline image that Acrobat has to work with for OCR looks like hammered ass. And for you that say, โ€œThatโ€™s not what it looks like on my screen you liar.โ€ Adobe programs use filters and anti-aliasing to make crappy docs look better on your screen for reading.

 

MORE DETAILS:

Due to the way they scanned this document at 150dpi with high compression, it is not a conspiracy nor is it intentionally done. However, these anomalies can still be used as a reference to Q posts and does indeed seem relevant, as we have found repeatedly, future proves past.

 

Here are the FACTS about scanning documents from a print production specialist, Iโ€™m an old grey beard at this point and Iโ€™m tired of seeing ignorant people harp on this, bread after bread, as if this were a conspiracy or done intentionally.

 

There is no "strange font substitution" within this report, period, full stop. OCR mis-identification of text is very common when converting a scanned document in an image format that is not good in resolution and full of compression artifacts, or words are not in the dictionary of the OCR software used. A better resolution for OCR conversion would be from a 300+ dpi, non-compressed image format. But at 476 pages the file would be much larger and not appropriate for download distribution, if done with the auto color detect settings they used.

 

Additionally, the IG report, in this case, was printed out, comb bound, and then manually redacted with a permanent marker (see page 12 for the comb bound left edge). This method for redactions and distribution is VERY common and obvious to anyone who has looked over documents released by our government. That the comb bind type of scanning artifact is not on every page is not uncommon either. Typically when scanning a comb bound document you would specify about 0.4" or 0.5" scanning margin to eliminate this from appearing, however as these documents are scanned using mechanical means (i.e. from a Xerox copier) and this document being large, pages from a document will not always scan in perfectly aligned, less aligned if scanned in feeding the comb bound edge first. Slight shifting/page edge start does occur which is usually fixed up a bit with document processing and OCR being run.

 

Typically as my OCD kicks in, for my customers I would have done 4 separate scans. One set at 300dpi and one set at 600 dpi both with less compression, sets of the color pages scanned in color with no background suppression, and sets of the B/W scanned in B/W with background suppression. I would have then combined the scan sets into 2 different PDFโ€™s. One for download and one for print/OCR, both would be good for OCR, with higher the res, the more accurate the OCR. Mind you, preparing the documents this way is a bit more technical requiring a few extra steps, it produces very reasonable file sizes of MUCH better quality.

 

This is the government, does anyone think that they would take the time to perform these extra steps to get you autist grade OCR resultsโ€ฆ or would they just toss it in a copier, set it to auto detect color, 150dpi, highest compression, push green button, look at it digitally, click Optimize Scanned PDF then upload?

 

Seeing ignorant people harp on this, bread after bread, as if this were a conspiracy or done intentionally or claiming that this is gaslighting, have not done any image analysis and have no understanding as to how modern OCR worksโ€ฆ an thatโ€™s a level of stupid nobody can fix.

US Army Prepares Biggest Deployment to Europe in 25 Years

 

In 2020, the US Army will be carrying out its biggest deployment in 25 years into Europe. The deployment will send 20,000 US troops, and 13,000 pieces of equipment across Europe for wargames beginning in May and running through June.

 

US Gen. Christopher Cavoli would not define the operation as aimed at Russia, but did tie it to Russiaโ€™s 2014 annexation of Crimea, saying it โ€œchanged everything.โ€ The large deployment will be difficult.

 

Thatโ€™s because as with most recent operations, the US will be sending forces largely into former Warsaw Pact countries, and those countries have railroads incompatible with Western Europe. Moreover, the bridges in those countries were built without envisioning having to support the heaviest of US tanks.

 

According to Gen. Cavoli, the large deployment of US troops is meant to โ€œdemonstrate the US militaryโ€™s ability to quickly deploy a large force.โ€ This comes amid constantly escalating rhetoric against Russia.

Thousands of documents obtained by the Washington Post reveal that top US officials knew the situation, despite America's best efforts, was a mess but tried to mislead the public on how bad the situation actually is.

 

Presidents George W. Bush, Barack Obama, and Donald Trump have all promised to halt the nation-building process in Afghanistan, but they have not done as promised.

Pakistan: Royal family among Qataris arrested for poaching rare bird

 

Pakistani police have arrested seven Qatari nationals for illegally hunting precious birds in the Nushki district of the Balochistan province.

 

The arrestees are said to include members of the ruling Al-Thani family.

 

The arrested foreigners did not have a license or a no-objection certificate, according to Nushki Deputy Commissioner Abdur Razzak Sasoli, reported The Express Tribune.

 

Last week, Pakistan Today reported that 12 people, including four Qataris, were arrested in Balochistan for the same offence.

 

For decades, as a form of soft diplomacy, royal families from Qatar, the UAE and Saudi Arabia forming hunting expeditions have travelled to Pakistan during hunting season in pursuit of the houbara bustard, a shy, rare bird the size of a chicken, whose meat they believe is an aphrodisiac.

 

They are usually hunted using the predatory falcon bird โ€“ falconry is an ancient sport which is popular especially among Emirati and Qatari elites. The UAE issues falcons their own passports and the birds travel with their owners in airplane cabins, sometimes dozens at a time for the hunting trips.

 

It was illegal in Pakistan to hunt the houbara until 2016, when the Supreme Court lifted a hunting ban after the government argued it hurt lucrative relations with Gulf states.

 

The government of Balochistan has set a fee of $100,000 for the hunting of 100 houbara bustards, however, hunting parties often exceed their quota. In 2014, Saudi prince Fahd bin Sultan bin Abdul Aziz killed more than 2,000 birds in a 21-day hunting spree causing a backlash from conservationists.

 

In a bid to win over local residents, Arab hunters have been known to construct roads, schools and mosques. Imported four-wheel-drive vehicles brought in for the hunt are sometimes left behind as gifts for regional leaders.

 

The houbara is listed by the Convention on International Trade in Endangered Species as threatened with extinction. It is on the verge of extinction in the Arabian Peninsula through falconry, hunting and habitat loss, although there have been efforts to reintroduce them.

 

In 2017, 26 Qatari hostages, including members of the royal family and two Saudis as part of a hunting expedition, were freed after being kidnapped and held for a ransom of $90 million in Iraq after being held for nearly a year and a half.

Indeed, the Israel lobby-led effort to have the U.S. facilitate the sale of Syrian oil to Israel is not an isolated incident given that, just a few years ago, other individuals connected to the same pro-Israel lobby groups and Zionist neoconservatives manipulated both U.S. policy and Iraqโ€™s Kurdish Regional Government (KRG) in order to allow Iraqi oil to be sold to Israel without the approval of the Iraqi government. These designs, not unlike those that continue to unfold in Syria, were in service to longstanding neoconservative and Zionist efforts to balkanize Iraq by strengthening the KRG and weakening Baghdad.

 

After the occupation of Iraqโ€™s Nineveh Governorate by ISIS (June 2014-October 2015), the Kurdistan Regional Government (KRG) took advantage of the Iraqi militaryโ€™s retreat and, amidst the chaos, illegally seized Kirkuk on June 12. Their claim to the city was supported by both the U.S. and Israel and, later, the U.S.-led coalition targeting ISIS. This gave the KRG control, not only of Iraqโ€™s export pipeline to Turkeyโ€™s Ceyhan port, but also to Iraqโ€™s largest oil fields.

 

Israel imported massive amounts of oil from the Kurds during this period, all without the consent of Baghdad. Israel was also the largest customer of oil sold by ISIS, who used Kurdish-controlled Kirkuk to sell oil in areas of Iraq and Syria under its control. To do this in ISIS-controlled territories of Iraq, the oil was sent first to the Kurdish city of Zakho near the Turkey border and then into Turkey, deceptively labeled as oil that originated from Iraqi Kurdistan. ISIS did nothing to impede the KRGโ€™s own oil exports even though they easily could have given that the Kirkuk-Ceyhan export pipeline passed through areas that ISIS had occupied for years.

Given that Kahana has openly confirmed that he is representing the SDCโ€™s oil business shortly after Trumpโ€™s adoption of the controversial โ€œkeep the oil policy,โ€ it seems plausible that Kahana has now received the approval needed for his company to export the oil on behalf of the SDC. Several media reports have speculated that, if Kahanaโ€™s efforts go forward unimpeded, the Syrian oil will be sold to Israel.

 

However, considering Turkeyโ€™s aversion to engaging in any activities that may benefit the PKK-SDF โ€“ there are considerable obstacles to Kahanaโ€™s plans. While the SDF โ€” along with assistance from U.S. troops โ€” still controls several oil fields in Syria, experts assert that they can only realistically sell the oil to the Syrian government. Not even the Iraqi Kurds are a candidate, considering Baghdadโ€™s firm control over the Iraq-Syria border and the KRGโ€™s weakened state after its failed independence bid in late 2017.

 

Regardless, Kahanaโ€™s involvement in this affair is significant for a few reasons. First, Kahana has been a key player in the promotion and funding of radical groups in Syria and has even been caught hiring so-called โ€œrebelsโ€ to kidnap Syrian Jews and take them to Israel against their will. It was Kahana, for instance, who financed and orchestrated the now infamous trip of the late Senator John McCain to Syria, where he met with Syrian โ€œrebelsโ€ including Khalid al-Hamad โ€“ a โ€œmoderateโ€ rebel who gained notoriety after a video of him eating the heart of a Syrian Army soldier went viral online. McCain had also admitted meeting with ISIS members, though it is unclear if he did so on this trip or another trip to Syria.

 

In addition, Kahana was also the mastermind behind the โ€œCaesarโ€ controversy, whereby a Syrian using the pseudonym โ€œCaesarโ€ was brought to the U.S. by Kahana and went on to make claims regarding torture and other crimes allegedly committed by the Assad-led government Syria, claims which were later discredited by independent analysts. He was also very involved in Israelโ€™s failed efforts to establish a โ€œsafe zoneโ€ in Southern Syria as a means of covertly expanding Israelโ€™s territory from the occupied Golan Heights and into Quneitra. In an email dated June 15, 2014, James Franklin Jeffrey (former Ambassador to Iraq and Turkey and current U.S. Special Representative for Syria) revealed to Stephen Hadley, a former George Bush administration advisor then working at the government-funded United States Institute of Peace, his intent to advise the KRG in order to sustain Kirkukโ€™s oil production. Attorney General Bill Bar is blasting the FBIโ€™s conduct during the Russia investigation, saying investigators relied on "flimsy" evidence in launching the probe and disputing key conclusions from Justice Department Inspector General Michael Horowitzโ€™s report released Monday.

 

Horowitz was critical of the FBI for their practices in using the Foreign Intelligence Surveillance Act (FISA) to get a warrant to conduct surveillance of former Trump campaign adviser Carter Page, but he concluded that the investigation itself was launched properly, without evidence of political bias.

 

โ€œItโ€™s hard to look at this stuff and not think that it was a gross abuse,โ€ Barr said during a discussion at a Wall Street Journal CEO Council forum.

 

"Where I disagree with Mike, I just think this was very flimsy," he said about the basis of the investigation. The FBI cited comments by Trump campaign adviser George Papadopoulos to an Australian official as sparking concerns about the campaign's possible involvement with Russia. Barr dismissed this as "a comment made by a 28-year-old volunteer."

 

Barr also pointed to the FBIโ€™s failure to include key evidence in their FISA warrant applications that would have gone in Pageโ€™s favor.

Following a surprise prisoner swap over the weekend, senior officials in Tehran and Washington, D.C., expressed a desire to sit down for diplomatic talks that could provide a pathway to negotiations on a range of matters, including the long-stalled nuclear weapons issue that has seen Iran hit with crippling sanctions during President Donald Trump's tenure in office.

 

The Trump administration announced on Saturday that it had secured the freedom of Chinese-American researcher Xiyue Wang, who Iran arrested in 2016 and charged with spying. The United States traded Wang for Massoud Soleimani, an Iranian scientist who was incarcerated in the United States for illicitly attempting to export biological materials to Tehran.

 

Senior U.S. diplomats who spoke to the Washington Free Beacon about the trade said it potentially represents a "first step" toward a broader dialogue with Iran on the issue of hostages, including the most well known imprisoned American, Robert Levinson, who has been in Iranian custody for 13 years. Since the weekend trade, Iranian leaders have expressed a similar willingness to engage in a "comprehensive prisoner exchange" with America.

 

"We hope that this represents a first step," Brian Hook, the State Department's special representative on Iran, told the Free Beacon on Tuesday. "Ultimately this is up to Iran, since we have been open to meeting with them in person for a consular dialogue for years now. We will continue working as hard as we can until every American detained in Iran is brought home."

 

Hook, who played a central role in securing Wang's release, said the Trump administration managed to free Wang while maintaining its tough sanctions regime on Tehran and rejecting Iran's continued demands for hard currency.

Bloomberg News announced that it would continue its tradition of not investigating its owner, Michael Bloomberg, even as he entered the 2020 presidential race. The outlet also claimed it would refrain from investigating the other Democratic candidates. Yet the outlet also announced it would investigate President Donald Trump, Bloomberg's potential competitor. According to a new Federal Election Commission (FEC) complaint from the Media Research Center (MRC), this likely violates the law.

 

"Bloomberg News is making a mockery of legitimate journalism. They have consciously chosen to abandon their journalistic responsibilities in favor of what is politically convenient," MRC President Brent Bozell said in a statement. "This is a public declaration that Bloombergโ€™s newsroom is adopting media bias as an official policy,"

 

"This is not only categorically unethical, but potentially illegal, which is why we are calling for an investigation," Bozell added.

 

Bloomberg first filed to appear as a 2020 candidate on or about November 8, close to the qualifying deadline in the state of Alabama. On or about November 22, he filed papers with the FEC to run for president. The billionaire and former mayor of New York City is also the founder and 89 percent owner of Bloomberg News.

 

"We will continue our tradition of not investigating Mike (and his family and foundation) and we will extend the same policy to his rivals in the Democratic primaries," Bloomberg News Editor-in-Chief John Micklethwait said in a memorandum on November 23. It really just sounds like you haven't done the research yourself. I am a graphic designer/print production specialist and have all the software to do my job exceptionally well. I extracted the images myself and I also understand how ORC software uses a dictionary to match words when best guessing crappy images. And Comey is seen as incorrect as it specifically is not in the dictionary used by Adobe Acrobat OCR, so it defaults to just looking at the image and takes a guess. Do the work yourself like I did this morning and you would know that this is TRUTH.

Google has targeted Iranian broadcasters Press TV and Hispan TV once again, blocking access to their official YouTube accounts without any prior notice.

 

Over the past years, the US tech giant has recurrently been opting for such measures against Iranian media outlets. It has taken on Press TV more than any other Iranian outlet given the expanse of its viewership and readership.

 

The most recent move came on Tuesday. Users shortly flooded both the networks with messages asking why the international networks' YouTube channels had been put out of service.

 

The two networks were last targeted in April, when Google similarly shut their YouTube and Gmail accounts.

 

The previous attack also denied the networks any advance notification, sufficing to cite a nebulous โ€œviolation of policies.โ€

 

Previously, Press TVโ€™s YouTube channel was closed in September and November 2013 and April 2014.

 

The Islamic Republic of Iran Broadcasting โ€” which runs Press TV and Hispan TV as part of its World Service โ€” has called such attacks clear examples of censorship.

SAN FRANCISCO (Reuters) - U.S. senators grilled Apple Inc and Facebook Inc executives over their encryption practices on Tuesday and threatened to regulate the technology unless the companies make encrypted user data accessible to law enforcement.

Facebook has been wrestling with multiple governments since announcing its plan to extend end-to-end encryption across its messaging services earlier this year. Its WhatsApp messaging app is already encrypted.

 

In October, U.S. Attorney General William Barr and law enforcement chiefs of the United Kingdom and Australia called on the worldโ€™s biggest social network not to proceed with its plan unless law enforcement officials are given backdoor access.

 

Facebook rejected that call in a letter signed by WhatsApp head Will Cathcart and Messenger head Stan Chudnovsky which it released along with the companyโ€™s written testimony.

 

โ€œThe โ€˜backdoorโ€™ access you are demanding for law enforcement would be a gift to criminals, hackers and repressive regimes,โ€ they wrote. โ€œThat is not something we are prepared to do.โ€

 

Apple weathered a legal fight over encryption in 2016, when the Federal Bureau of Investigation sought access to an iPhone owned by a slain sympathizer of Islamic State in San Bernardino, California, who had murdered county employees.

 

That stand helped bolster the companyโ€™s reputation for protecting user privacy, while Facebook has been mired in a series of scandals in recent years over its handling of personal data.

 

In their testimony, Facebookโ€™s messaging privacy chief Jay Sullivan traded barbs with Apple privacy head Erik Neuenschwander, each suggesting lawmakers focus their scrutiny on the other companyโ€™s business.

 

Sullivan said repeatedly that Facebook does not build devices or operating systems, and suggested the company was open to โ€œon-device scanningโ€ proposals that would automatically identify matches for illegal content.

 

โ€œWe donโ€™t have forums for strangers to contact each other โ€ฆ and our business doesnโ€™t have us scanning material of our users to build profiles of them,โ€ said Neuenschwander.

United States Army Corps of Engineers, a federal dam-building agency, was part of a U.S. Three Gorges Working Group, a consortium of U.S. dam building companies and financiers, which was formed in the 1980s to participate in Chinaโ€™s Three Gorges project. In 1985, the group reviewed technical aspects of the 180-metre and 150-metre schemes proposed by Chinaโ€™s Ministry of Water Resources and Electric Power and recommended that: 1) social and environmental impact studies be conducted; 2) a cost-benefit analysis acceptable to potential financiers be conducted; and 3) the dam be built as a joint venture between the Chinese government and the U.S. Three Gorges Working Group, with possible funding from the World Bank, the Asian Development Bank, Sweden, Japan, and Canada. In AD 65, Seneca was caught up in the aftermath of the Pisonian conspiracy, a plot to kill Nero. Although it is unlikely that Seneca was part of the conspiracy, Nero ordered him to kill himself. Seneca followed tradition by severing several veins in order to bleed to death, and his wife Pompeia Paulina attempted to share his fate. Cassius Dio, who wished to emphasize the relentlessness of Nero, focused on how Seneca had attended to his last-minute letters, and how his death was hastened by soldiers. A generation after the Julio-Claudian emperors, Tacitus wrote an account of the suicide, which, in view of his Republican sympathies, is perhaps somewhat romanticized. According to this account, Nero ordered Seneca's wife saved. Her wounds were bound up and she made no further attempt to kill herself. As for Seneca himself, his age and diet were blamed for slow loss of blood and extended pain rather than a quick death. He also took poison, which was however not fatal. After dictating his last words to a scribe, and with a circle of friends attending him in his home, he immersed himself in a warm bath, which he expected would speed blood flow and ease his pain. Tacitus wrote, "He was then carried into a bath, with the steam of which he was suffocated, and he was burnt without any of the usual funeral rites. So he had directed in a codicil of his will, even when in the height of his wealth and power he was thinking of life's close." This may give the impression of a favourable portrait of Seneca, but Tacitus' treatment of him is at best ambivalent. Alongside Seneca's apparent fortitude in the face of death, for example, one can also view his actions as rather histrionic and performative; and when Tacitus tells us that he left his family an imago suae uitae (Annales 15.62), "an image of his life", he is possibly being ambiguous: in Roman culture, the imago was a kind of mask that commemorated the great ancestors of noble families, but at the same time, it may also suggest duplicity, superficiality, and pretence.
