I think he is fundamentally misunderstanding WHY LEO or MIL would use the Punisher symbol -

LEO because they are indicting the system! They know firsthand how many of the guilty go free, on both the lowest and highest levels, and how that is intentional (looking honestly, it cannot be otherwise). They have to sometimes deal with the same scum they've arrested numerous times and they know will be given a slap on the wrist or go free. Others they know cannot be touched.

MIL because they know the "justice" system is fucked, they are sent overseas to enforce policies that have nothing whatsoever to do with our national interest or security - they are essentially the extra-national enforcers, yet they are not allowed to fight to win; they are cannon fodder for those same people whom LEO cannot touch.

With those two thoughts, it is perfectly understandable why MIL & LEO would use the Punisher symbol.

I watched the interview with this guy - black dude, Marine IIRC. The thing that stuck out in my mind from that interview was the number of "remote access" equipment. Boxes of equipment stamped with FED ID numbers, Marine turned those over to the fed.gov he probably is frustrated (like many) at why Awan situation has not been satisfactorily adjudicated.
